Gentlepersons:
Eleanor Hurston, a member of Local Union 952, filed a pre-election protest pursuant to Article XIV, Section 2(b) of the Rules for the IBT International Union Delegate and Officer Election ("Rules") alleging various improprieties in connection with an election of local union shop stewards on June 17, 1996.
The Rules only apply to conduct connected to the International union delegate election and the International union officer election. Election procedures for local union officers and other officials are not regulated by the Rules and do not fall under the jurisdiction of the Election Officer. Alleged improprieties in connection with such elections may be subject to internal local union or IBT processes.
For the foregoing reason, the protest is DENIED.

Any interested party not satisfied with this determination may request a hearing before the Election Appeals Master within one day of receipt of this letter. The parties are reminded that, absent extraordinary circumstances, no party may rely upon evidence that was not presented to the Office of the Election Officer in any such appeal.
